Project Abstract

The SK Ako! Program is the broadest youth action for the Sangguniang Kabataan (SK) in history. It is an online training platform initiated by the Department of Interior and Local Government (DILG), the National Youth Commission (NYC), the Youth Solutions Network, UN Sustainable Development Solutions Network Youth – Philippines (SDSN Youth), and the Innovative Educational Materials Inc. (IEMI) designed to train youth leaders of the SK to create sustainable solutions in their respective communities during times of pandemic and disaster.

The program aims to:

  1. Educate the Sangguniang Kabataan on the issues and discourse about pandemics and disasters;
  2. Train and expand the intellect of the youth leaders on frameworks and concepts such as the Sustainable Development Goals, the SK reform law, and Philippines youth development plan; and
  3. Train members of the Sangguniang Kabataan on skills on how to implement programs and operate their governance structure in pre, during, and post pandemic or disaster situations.


As the whole world aims to fight one of the most widespread viruses reported in history, the three (3) month development project aims to discuss the importance of youth leaders, specifically the Sangguiniang Kabataan, in responding to pandemics.


The Sangguniang Kabataan, comprised of the youngest elected leaders and government officials in the country, remains to be one of the best venues for youth leaders in the Philippines to harness and develop their potential, advocacies, and skills, not only in nation-building, but also in crisis-management, both in the local and national setting. Honing these skills will enable them to have an integral role not only as leaders in their communities, but also as front liners in times of crisis.

In 2018, SDSN Youth launched the ASOS framework in response to the need for a consistent and comprehensive framework for young people’s development. The ASOS framework inculcates in young leaders of the Sangguniang Kabataan (SK) the four key pillars of solutions leaders namely: Awareness-buidling, Self-building, Organization-building, and Solutions-building - the four key pillars of SDSN Youth for an individual’s active citizenship.

The SK Ako! Program has been endorsed by the Department of Interior and Local Government (DILG) through DILG Memorandum Circular No. 2021-026. Use of SK funds for e-Sessions have been clarified through the Commission on Audit and the Department of Budget and Management.
